Insurance Services Office (ISO) Protection Class Rating

Travis County ESD No. 12 received a split-class Public Protection Classification (PPC) rating of 2/2Y within the city limits of Manor and a rating of 3/3y within the unincorporated area of the district. This puts ESD No.12 in the top 15% of all Texas ISO-rated fire departments.

Criteria for the ISO PPC program include incorporating nationally recognized standards developed by the National Fire Protection Agency (NFPA) and the American Water Works Association (AWWA).  The fire department accounts for 50%, the water supply 40%, and emergency communications 10% of the overall grade.  The grading criteria include;
  • Needed Fire Flows, which are representative building locations used to determine the theoretical amount of water necessary for fire suppression.
  • Emergency Communications, including emergency reporting, telecommunications, and dispatching systems.
  • Fire Department, including equipment, staffing, training, the geographical distribution of fire companies, operational considerations, and community risk reduction.
  • Water Supply, including inspection and flow testing of fire hydrants, alternative water supply operations, and a careful evaluation of the amount of available water compared with the amount needed to suppress fires up to 3,500 gallons per minute (GPM).
